VPUU NPC implements multi-sectoral integrated area based upgrading programmes of neighbourhoods in townships and informal settlements. This is done in partnership with communities, the City of Cape Town, Drakenstein Municipality, Theewaterskloof Municipality and the Western Cape Government. We work in an integrated team of community participation, socio-economic development, operation and maintenance, planning and design, infrastructure, and knowledge management towards sustainable urban neighbourhoods. An area strategy has been developed with community leaders, municipal officials & provincial officials which is called the community action plan. We are currently expanding our team and offer following position:

Urban Designer / Spatial Planner
Depending on experience and qualification up to R420.000 p.a
Fixed term contract until 30 June 2018

Job Purpose:

To develop and design spatial plans aligned to the VPUU methodology and strategy

Key performance Areas:

• Manage and investigate spatial plans and projects across a range of scales
• Investigation of local context to develop base layers for Safe Node Area/s
• Review of Baseline Survey and Community Action Plans (CAP)
• Co-design and design development of Contextual Frameworks, Spatial Plans, Development Framework Plans, Spatial Reconfiguration Plans to work with implementation and Community Action Plan’s aligned to VPUU methodology and strategy in formal and informal neighbourhoods
• Support the application of VPUU Urban Design Safety Principles in Safe Node Areas
• Develop a set of Urban Design Guidelines linked to Safety Principles specific to project
• Urban design development and preparation for implementation projects (Precinct Plans, Site Development Plans, Public Space proposals)
• Collection, review and analysis of policy/legal documentation or other project specific information related to Spatial Planning and influence of Town Planning regulations per Safe Node Area/s (SPLUMA, approved SDF, PSDF etc.)
• Review environmental plans and implications (NEMA) for SNA’s and context
• Develop 2D and 3D graphic presentation of Spatial Plans including models, posters and other tools (games) to work with a range of community stakeholders, municipal officials, professionals
• Presentation of Spatial Plans to key stakeholders (community, government, NGO’s)
• Engagement with all VPUU Workstreams at key milestones or project-by-project basis
• Communication with key stakeholders, authorities, academic institutions and other technical consultants/specialist input regarding project specific implications
• Reporting of Spatial Plans and related work
• Research documentation of Urban Design / Spatial Planning work/projects to show best practice

Requirements:

• Master’s Degree in Urban Design / Spatial Planning or related field
• Professional Registration with UDISA and/or SACPLAN is an essential requirement
• Exceptional graphic skills in Adobe Suite, GIS Software and use of GPS, AutoCAD, MS Office
• 7 years’ experience in Urban Design / Spatial Planning projects
• Experience in Project Management
• Experience in community co-design process
• Effective oral/written communication skills in English (isiXhosa will be advantage)
• Report writing skills
• Prepared to work in a dynamic environment of community development
• Valid driver’s license (code 08)
